A murder investigation has been launched over the shooting at the Three Horseshoes pub in Main Road, Knockholt.
Officers discovered a vehicle linked to the incident and a firearm at the Dartford Crossing in Kent.
“Call handlers received reports of a man on the wrong side of the barrier and we are not ruling out the possibility that he may have entered the water,” said senior investigating officer Detective Chief Inspector David Higham.
“We are currently only looking for one suspect and do not believe there to be an ongoing risk to the public.”
Neither the suspect or victim are thought to have been from Kent, although they are believed to have local connections.
Pictures from the scene of the shooting on Friday night showed forensic teams in white overalls examining the car park next to the pub.
A tarpaulin was put up next to a blue Seat parked at the entrance to the car park.
The passenger side window of the vehicle was smashed and shattered glass could be seen around the car.
What appears to be bullet casings were also reportedly spotted on the ground, where numbered yellow evidence markers were also visible.
John Webb, a local resident, said he was having a meal inside when “about seven o’clock something happened outside… and then we heard someone had been shot”.
“We stayed in the pub until they escorted us out,” he told Sky News correspondent Mollie Malone.
Vicky Hesketh, another local resident, said she saw “someone on the floor being given CPR by paramedics”.
“It’s like a really typical, normal village. Everyone knows everyone. It’s not something you expect to happen,” she said.
